DAGUPAN LGU TARGETS DILG SEAL OF GOOD LOCAL GOVERNANCE ANEW

The Department of Interior and Local Government (DILG) conducted a regional assessment on the performance of the local government unit (LGU) of Dagupan in its implementation of governance areas under the coveted Seal of Good Local Governance (SGLG) on June 16, 2023.

Mayor Belen Fernandez presented the various programs of the city government to the regional assessment team composed of Local Government Operations Officer (LGOO) VII & Region 1 Division Chief Rhodora Soriano, SGLG Region 1 Focal Person LGOO V Karen Castillo, DILG Provincial Director Virgilio Sison and CLGOO Royolita Rosario.

Also present during the meeting were Dagupan Philippine National Police Chief Police Lieutenant Colonel Brendon Palisoc, PDO III SGLG Focal Person Natacia Dizon, CSO Rep. Bishop Rovell Solleza, department heads and the Manlingkor Ya Kalangweran 2023 Young City Officials.

For three consecutive years, in 2015, 2016 and 2017, Dagupan-LGU was awarded the SGLG during the first term of Mayor Fernandez.

Based on a memorandum circular of DILG Secretary Benjamin Abalos Jr., the SGLG is an institutionalized award and recognition-based program that is committed in bringing people-oriented reforms to enable LGUs to foster a culture of good governance despite challenges in the local government landscape.

“This year, performance measures are further upgraded to also gauge outcome oriented efforts of the LGUs and as the Seal maintains its progressive nature, its response to various concerns in local administration and service delivery remains to be anchored on its thrust of giving distinction and incentivizing good performance,” the Sec. stated.

Under the SGLG, an LGU must pass all governance areas aimed at financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development.

LET’S BOODLE FIGHT!

POSO Chief Arvin Decano and Councilor Marcelino Fernandez also joined the activity which is a Filipino ‘army style’ or ‘kamayan’ eating that originated from the Philippine military where a big pile of food is served in the middle of a long table.

A FRUITFUL FIRST PUBLIC SERVICE EXPERIENCE FOR 60 MANLINGKOR YA KALANGWERAN 2023 YOUNG CITY OFFICIALS

This year’s batch of Manlingkor Ya Kalangweran (MYK) Young City Officials had a productive first day in their official duties on June 13, 2023 as they joined Mayor Belen Fernandez in conducting outreach programs for Dagupeños among other official functions.

The 60 student-leaders who came from public and private secondary schools in Dagupan had earlier undergone a three-day leadership training conducted by the local Department of Education  from June 7 to 9 at the Division Training Center in preparation for their duties.

Prior to their oath-taking in the morning of June 13, the young officials were presented to the Judiciary department composed of judges, prosecutors, assistant prosecutors and employees who spearheaded the celebration of Pride Month at the Hall of Justice in Bonuan Gueset.

The MYK then took their oath administered by the local chief executive at the E-Library after which they were formally turned over to their respective counterparts before attending the re-launch of the Child Health Advocate program at the Schools Division Office with principals, school heads, teachers and City Health Officer Dr. Ophelia Rivera.

Next stop was a tour of the Dagupan City Diagnostic Center where they were oriented on equipment used for free services offered to Dagupeños such as X-ray, ECG, ultrasound, CT-Scan and other health services with Dr. Julita de Venecia of the City Health Office.

The MYK then proceeded to barangay Pantal for home visitation activities to patients needing medical treatment and social service assistance, also along with Mayor Fernandez and Dr. de Venecia.

PROJECT DANAS NG PHIVOLCS

Nakipagpulong nitong June 7 si Mayor Belen Fernandez sa mga kinatawan ng Department of Science and Technology – Philippine Institute of Volcanology and Seismology (DOST-PHIVOLCS) upang pag-usapan ang Project DANAS na may layuning palakasin ang kaalaman ng publiko hinggil sa mga disasters.

Sa pamamagitan ito ng pagkalap ng mga shared experiences ng mga aktwal na nakaranas nito tulad ng 1990 earthquake.

Nagbahagi rin sila ng mga kaalaman hinggil sa tsunami na naganap sa iba’t-ibang bahagi ng bansa kasama ang mga informational materials tungkol sa mga kalamidad.

Nakatakdang maglecture ang grupo sa mga barangay councils tungkol sa mga naturang kalamidad at mga kahandaan ng komunidad para sa mga ito.

1st Philippine Independence Day Celebration at the Dagupan City Plaza

Bahagi ito ng mensahe ni Mayor Belen Fernandez sa pakikiisa ang Pamahalaang Lungsod ng Dagupan sa pag gunita ng ika-125th Anibersaryo ng Araw ng Kalayaan, Lunes, June 12, 2023.

Ang paggunita sa mahalagang araw na ito ng kasaysayan ay dinaluhan ng mga opisyal ng LGU Dagupan at department heads, national government agencies, civil society organizations, DepEd SDO kasama ang mga young city officials o Manlingkor ya Kalangweran (MYK).

Nagkaroon din ng simultaneous wreath laying activity sa bantayog ni Rizal at Bonifacio sa city plaza bilang pagbibigay-pugay sa mga bayaning Filipino na nagbigay daan sa demokrasya at kalayaan sa bansa.

CHILD HEALTH ADVOCATE PROGRAM KATUWANG ANG MGA MAG-AARAL AT DEPED INILUNSAD

Muli nang inilunsad nitong Martes (June 13) ang Child Health Advocate Program ng lokal na pamahalaan sa pangunguna ni Mayor Belen Fernandez.

Layunin nito na mapalawig pa ang paghatid ng serbisyong pangkalusuhan sa bawat pamilyang Dagupeño.

Saad ni Mayor Belen, “We want to bring government services closer to more people.”

Ang Child Health Advocate program ay sinimulan ng alkalde noong kaniyang unang termino kapartner ang Department of Education (DepEd) at mga mag-aaral o ‘advocates’ kung saan i-re-report nila sa guro ang kalagayan ng kanilang ka-pamilya na may karamdaman at nangangailangan ng atensyong medical.

I-co-coordinate naman ito ng mga guro o principal sa City Health Office (CHO) sa pangunguna ni Dr. Ophelia Rivera para sa agarang assessment at treatment sa CHO katuwang ang mga frontliners tulad ng mga doctors, barangay nurses, barangay health workers at iba pa.

Bukod sa Child Health Advocate patuloy rin ang Home Visitation kung saan bumibisita sa mga tahanan si Mayor Belen kasama ang mga health frontliners upang personal na makita at matulungan ang mga residente na may karamdaman nguni’t hindi makapagpagamot dahil sa kahirapan.

Ilan lamang ito sa ‘Alagang Healthy Dagupeño’ programs ni Mayor Belen kabilang pa ang FREE medical services ng CHO tulad ng X-ray, lab tests, CT-Scan, ECG at ultrasound sa Dagupan City Diagnostic Center.

MBTF JOINS JUDICIARY DEPARTMENT IN THE CELEBRATION OF PRIDE MONTH

Mayor Belen Fernandez has underscored the significance of just and fair treatment to all people despite their gender preferences during the celebration of Pride Month conducted by officials and employees of the Hall of Justice in Bonuan Gueset on June 13 side by side with their flag-raising ceremony.

The local chief executive highlighted the city government’s program to empower members of the Lesbians, Gays, Bisexual, Transgender, Queer, Intersex, Asexual (LGBTQIA+) community in Dagupan with the establishment of the Dagupan Lesbians and Gays Association (DALAGA) led by its president Marvin Sabado, which has been effectively participating in various events such as the Bangus Festival’s Gilon, Gilon Street Dancing Competition and other Unliserbisyo activities.

Calling them as active soldiers, Mayor Fernandez also bared her plan to propose a law to give way for the national government policy on protecting the LGBTQIA+ community through the assistance of the judicial department and prosecution services.

“This will serve as my legacy to the LGBTQIA+ community to put them into a high level of dignity and respect,” she said.

The mayor likewise mentioned the importance of commemorating the 125th Anniversary of Philippine Independence last June 12 and announced the culmination of the 75th Diamond Year of Dagupan on June 20 this year.

The Manlingkor Ya Kalangweran young city officials were likewise presented during the event prior to their oath-taking at the E-Library and turnover to their respective offices.

Executive Judge Merlito Samadan, City Prosecutor Atty. Vicky Cabrera, Public Attorney’s Office Chief Atty. Cresencio dela Cruz, judges and assistant city prosecutors welcomed Mayor Fernandez and the city government team to the event composed of City Local Government Operations Officer Royolita Rosario, City Legal Officer Atty. Aurora Valle, City Health Officer Dr. Ophelia Rivera, General Services Officer Engr. Camilo Cayabyab and City Mayor’s Office Chief of Staff and GAD Focal Person Atty. Cattleya de Guzman.
