ALAGANG HEALTHY DAGUPEÑO: FREE MEDICAL SERVICES CONDUCTED IN PANTAL

Elderly citizens and other residents of barangay Pantal availed of free medical services offered by the Alagang Healthy Dagupeño program of Mayor Belen Fernandez on July 4, 2023 in a bid to bring government services closer to Dagupeños.

Services included medical consultations; laboratory tests such as blood sugar, cholesterol, blood uric acid, hemoglobin and blood typing; pneumococcal vaccine; and X-ray services provided by doctors, nurses, medical technologists and allied professionals under the City Health Office.

Nutritious snacks were distributed by the City Nutrition Office while eye check-up was conducted by Siapno-Tada Optical that also included free reading glasses courtesy of generous kabaleyans abroad.

Moreover, raffle prizes courtesy of Mayor Fernandez and Punong Barangay Julie Perez were given out to lucky recipients.

The local chief executive likewise announced another round of medical mission in Dagupan City in coordination with the University of Santo Tomas Medical Missions this coming July 8 at the West Central Elementary School I that will include minor operations, circumcision, medical consultations and medicines all for free.

DENR-EMB AWARD FOR DAGUPAN

Mayor Belen Fernandez receives a plaque of recognition from the Department of Environment and Natural Resources – Environmental Management Bureau Region 1 in recognition of the outstanding practices and effective activities and programs of Dagupan City in compliance with the provisions of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000.

The award, signed by EMB Regional Director Maria Dorica Naz-Hipe, was part of the 7th Region 1 Ecological Solid Waste Management Summit 2023 with the theme ‘No to Waste: Advancing Circular Economy to #beatplasticpollution’ held last June 27 at the Monarch Hotel in Calasiao.

Waste Management Division Chief Bernard Cabison handed over the plaque to the local chief executive as Vice Mayor Bryan Kua, Councilor Dennis Canto, Councilor Jeslito Seen and Councilor Michael Fernandez join them.

MBTF LEADS TRIBUTE TO JOB-ORDER EMPLOYEES

Mayor Belen Fernandez has led the city government in paying tribute to Job Order Employees (JOEs) who have shown outstanding performance and unfaltering dedication to their duties despite setbacks on their budget allocation on June 26, 2023 during the regular flag raising ceremony at the City Plaza.

Calling them ‘lingkod bayani’, the local chief executive said there are neither small nor big roles that JOEs cannot perform which have helped the city survive and rise up from the effects of the Covid-19 pandemic.

“Sa kabila ng iba’t-ibang hamon, malaki ang inyong pagdamay at pagmamahal sa siyudad ng Dagupan kahit nakatatanggap kayo ng maaanghang na salita at hindi pagkilala ng ilang opisyal at tawaging ‘multo’ o ‘walang silbi’”, she stated as she congratulated them while receiving their certificates of recognition.

Moreover, Mayor Fernandez highlighted the oftentimes unnoticed contribution of JOEs  to the local economy as they perform their jobs during emergencies, vaccination activities, market and street clean ups and other tasks within their respective offices.

The local chief executive likewise announced an annual increment on salaries of JOEs from 9,000 pesos to 12,000 pesos in 2024; 12,000 pesos to 14,000 pesos in 2025; and 14,000 pesos to 16,000 pesos in 2026 in recognition of their hard work.

Furthermore, JOEs may also avail of housing opportunities under the Pambansang Pabahay Para sa Pilipino or 4PH of the Department of Human Settlements and Urban Development that will be located in Sitio Sta. Maria in barangay Bonuan Boquig, according to Mayor Fernandez.

A flagship program of the Marcos administration, the 4PH envisions to provide decent and affordable housing to Filipinos and address housing backlogs.

159 AVAIL OF COVID-19 BOOSTER DOSES AS DAGUPAN CELEBRATES 76TH YEAR

A total of 159 individuals receive their Covid-19 booster shots during the city government ‘s Alagang Healthy Dagupeños Covid-19 vaccination drive held as part of the 76th Agew na Dagupan celebration on June 20, 2023 at the CSI Stadia. Based on a report by the City Health Office (CHO), 108 of the vaccinees received their third booster doses while 45 had the second booster and six availed of their first dose of booster vaccine. The CHO composed of City Health Officer Dr. Ophelia Rivera, barangay nurses, midwives and other health care workers ensured the safe and smooth flow of the vaccination drive.

KADIWA NG PANGULO FARMER’S DAY CARAVAN MOUNTS TWO-DAY MARKET EVENT IN DAGUPAN

Marketgoers were treated to a selection of fresh and affordable produce direct from its source at the Kadiwa ng Pangulo Dagupan City Farmer’s Day Caravan held at the CSI Mall Big Atrium in barangay Lucao from June 17 to18, 2023.

The ‘Kadiwa’ is part of the food sustainability agenda of President Ferdinand Marcos Jr. that provides Filipinos with local products direct from farmers, fisherfolks and micro-small and medium enterprises.

Mayor Belen Fernandez welcomed another opportunity to market the products and help boost livelihood opportunities of participating farmer and fisherfolk groups and entrepreneurs who are based not only in Dagupan but also within Pangasinan.

The caravan was mounted in coordination with the Department of Agriculture, Department of Labor and Employment, Provincial Agriculture Office, City Agriculture Office, City Nutrition Office, Public Employment Service Office and the Department of Education.

DOLE Central Pangasinan Field Office Head Agnes de Leon and Vice Mayor Bryan Kua expressed support to the Kadiwa activity which also featured cooking demonstrations courtesy of Eden Cheese.

The two-day activity produced  total sales of 430,288 pesos based on a report of the Provincial Agriculture Office.

HONORING SPEAKER EUGENIO PEREZ SR.

Mayor Belen Fernandez leads city officials, Herrero-Perez barangay Council and local offices of the Bureau of Fire Protection and Philippine National Police in a wreath-laying ceremony at the bust sculpture of Speaker Eugenio Perez Sr. mounted at the park named after him in barangay Herrero-Perez to commemorate the 76th Founding Anniversary of Dagupan City on June 20, 2023. Perez Sr. authored Republic Act 170 or the City Charter of Dagupan which then President Manuel Roxas signed into law on June 20, 1947 that converted Dagupan into a city.

DIAMANTENG KASALAN LEGALIZES UNION, BRINGS ON FRESH START FOR 38 COUPLES

A total of 38 Dagupeño couples formally sealed their love for each other during a mass wedding dubbed ‘Diamanteng Kasalan’ officiated by Mayor Belen Fernandez at the MacArthur Landing Park in Tondaligan Ferdinand in Bonuan Gueset on June 18, 2023.

The local chief executive encouraged the couples in the first beach-themed mass wedding under her administration to instill love, respect and understanding to one another while serving as good role models in bringing up their children.

The City Population Office has spearheaded a total of four mass weddings as part of Dagupan City’s Diamond Jubilee aside from free civil weddings conducted every Monday at the City Museum and the free late birth registration under the ‘Pamilyang Rehistrado, Kinabukasan ay Sigurado’ program in coordination with the City Civil Registry.

A couple from barangay Poblacion Oeste, Ruben Malicdem Perez, 59 and Erlie Cervantes Queroz, 51, were the oldest couple in the ceremony while the couple living together for the longest time for a total of 28 years were Michael Olores Bautista, 54 and Filipina Tugade Gastano, 55 of barangay Tapuac.

Other well-wishers who joined the event were Vice Mayor Bryan Kua and Sangguniang Panlungsod members Jeslito Seen, Dennis Canto and Michael Fernandez; City Legal Officer Atty. Aurora Valle, Atty. DAGUPAN HONORS GREAT LEADERS IN PINABLIN DAGUPEÑO AWARDS

A fitting tribute to the unsung heroes of Dagupan culminated the year-long commemoration of the city’s 75th Diamond Jubilee during the Pinablin Dagupeno Awards held at the CSI Stadia on June 19, 2023.

Mayor Belen Fernandez led the formal occasion where she referred to the Pinablin Dagupeño Award as the highest and most prestigious award conferred to deserving Dagupeños of good moral character, whose dedication to their profession or vocation have made significant contributions to the advancement of their calling.

“All of our honorees are great leaders who are willing to invest in the lives of our people and have demonstrated all the unselfish love, all the unflinching courage, all the reserve wisdom, all the clear vision, and all the patient devotion of which we are capable of as Dagupeños,” the local chief executive stated.

The awards were categorized into Pamirbir tan Pamagalang Award of Recognition, Pinablin Pangidayew Diamond Award, Nitanduron Pamagalang Award, Pinablin Dagupeño Diamond Award, Biskeg na Baley Diamond Award.

Former five-time House Speaker Jose de Venecia Jr., Dagupan’s most favorite son, was conferred the Biskeg na Baley Diamond Award and the singular honor as the ‘first and proudest Dagupeño ya angilagey na baley’.

The Nitanduron Pamagalang Award was presented to Lingayen-Dagupan Archbishop Rev. Fr. Socrates Villegas who, although is a non-Dagupeño by birth, has devotedly shown love and compassion to the city he serves.

The Pinablin Pangidayew Diamond Awardees were Fourth District Representative Christopher de Venecia, Atty. Gonzalo Duque, Philanthropist Dr. Ashok Vasandani, Universidad de Dagupan President Dr. Feliza Arzadon-Sua, Philippine National Wushu Athlete Agatha Fernandez-Wong, Visual Artist Patrick Fernandez, businessman James Dy, humanitarian Dr. Abraham Coquia, Philanthropist Rocky Vasandani and World Championships of Performing Arts medalist Sophia Samonte.

Volunteer workers were honored for their invaluable contribution to the realization of the Unliserbisyo programs of Mayor Belen Fernandez during an awarding ceremony dubbed ‘Agew na Pinablin Lingkor na Baley na Dagupan’ on June 19 at the City Plaza.

The event, a culmination of the 75th Founding Anniversary of Dagupan City, recognized the vital roles of Barangay Captains, Barangay Nurses, Barangay Health Workers, Barangay Service Point Officers, Barangay Nutrition Scholars, Barangay Tanods, Barangay Librarians, Barangay Child Development Workers, Barangay Overseas Filipino Workers Focal Persons and Job Order Employees in delivering their unwavering services to the community.

“Last year, I declared the banner cry of my administration – ‘Iyalagey su Baley’ and I could not have done this alone. We could have only this with each other’s help and today, we say our biggest thank you to all our volunteers,” Mayor Fernandez stated.

The local chief executive, moreover, reaffirmed her full support to the volunteers who have carried on with their respective tasks despite financial setbacks with their regard to their benefits even as she announced an increase in the honorarium of barangay volunteers by 2024 to 2026.

SENIOR CITIZENS AVAIL OF FREE MEDICAL SERVICES IN ALAGANG HEALTHY DAGUPEÑO

Elderly Dagupeños trooped to the City Astrodome on June 19, 2023 to avail of free medical services being offered as part of the ‘Alagang Healthy Dagupeño for Senior Citizens’ program of Mayor Belen Fernandez.

The local chief executive welcomed the senior citizens who were eager to receive the free services from the City Health Office led by Dr. Ophelia Rivera such as medical consultations, laboratory tests for blood sugar, cholesterol, uric acid, hemoglobin and blood typing, and pneumococcal vaccination.

More Alagang Healthy Dagupeño activities are scheduled soon to benefit other sectors of society such as undernourished children and school children, according to the City Health Officer.

Meanwhile, free eye checkup was conducted by Siapno Tada Optical while eye glasses were given also for free courtesy of Dr. Dante Samonte.

Nutritious snacks were provided to the recipients by the City Nutrition Office led by City Nutrition Action Officer Ana Mariel Visperas.

BIDA ang mga young city officials & department heads sa naganap na Buhay Ingatan, Droga Ayawan (BIDA) Bayanihan ng Mamamayan Fun Run MYK Edition sa pangunguna ni Young City Mayor Princess Johnelle Baniqued bilang counterpart ni Mayor Belen Fernandez ngayong umaga.

Kasama ang DILG Dagupan sa pangunguna ni City Local Government Operations Officer Royolita Rosario at DepEd Schools Division Office, Education Program Supervisor Liezl Cancino at mga MYK facilitators, maagang nagsama sama ang mga MYKs para sa fun run na sinundan ng lecture on the DILG National Anti-illegal Drugs Campaign ni Secretary Benhur Abalos.

Sa mensahe ni Mayor Belen, inaasahan ang mga MYKs na mangunguna sa pagsusulong ng programa kontra illegal na droga sa kani-kanilang paaralan.

Alinsunod ito sa layunin ng BIDA program na hindi lamang limitado sa iisang aksyon ang laban sa iligal na droga.

Ani nga ni Sec. Abalos, “The main purpose of the BIDA Fun Run is not the activity itself. Simula lang po ang BIDA – ang totoong mithiin ay ang pagpapatuloy ng kampanya ng mga LGUs even after the event has passed.”

Ito rin ang hinihikayat ni Mayor Belen sa Dagupan LGU sa pagkakaroon ng BIDA workplace sa mga empleyado ng lokal na gobyerno.

DAGUPAN LGU TARGETS DILG SEAL OF GOOD LOCAL GOVERNANCE ANEW

The Department of Interior and Local Government (DILG) conducted a regional assessment on the performance of the local government unit (LGU) of Dagupan in its implementation of governance areas under the coveted Seal of Good Local Governance (SGLG) on June 16, 2023.

Mayor Belen Fernandez presented the various programs of the city government to the regional assessment team composed of Local Government Operations Officer (LGOO) VII & Region 1 Division Chief Rhodora Soriano, SGLG Region 1 Focal Person LGOO V Karen Castillo, DILG Provincial Director Virgilio Sison and CLGOO Royolita Rosario.

Also present during the meeting were Dagupan Philippine National Police Chief Police Lieutenant Colonel Brendon Palisoc, PDO III SGLG Focal Person Natacia Dizon, CSO Rep. Bishop Rovell Solleza, department heads and the Manlingkor Ya Kalangweran 2023 Young City Officials.

For three consecutive years, in 2015, 2016 and 2017, Dagupan-LGU was awarded the SGLG during the first term of Mayor Fernandez.

Based on a memorandum circular of DILG Secretary Benjamin Abalos Jr., the SGLG is an institutionalized award and recognition-based program that is committed in bringing people-oriented reforms to enable LGUs to foster a culture of good governance despite challenges in the local government landscape.

“This year, performance measures are further upgraded to also gauge outcome oriented efforts of the LGUs and as the Seal maintains its progressive nature, its response to various concerns in local administration and service delivery remains to be anchored on its thrust of giving distinction and incentivizing good performance,” the Sec. stated.

Under the SGLG, an LGU must pass all governance areas aimed at financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development.
