UNITE TO ACT FOR THE UN SUSTAINABLE DEVELOPMENT GOALS

A huge crowd of students from Dagupan’s public and private schools, government employees, barangay councils and volunteers display an act of oneness as they participate in a UNITY WALK from the Dagupan City Transport Terminal to the CSI Stadia on Feb. 5.

A prelude to the opening of the annual CHILDREN’S SUMMIT with the DEPED scheduled from Feb. 5-7 with some 20,000 participants, the event seeks to promote actions for the 17 SUSTAINABLE DEVELOPMENT GOALS of the UNITED NATIONS.

CHILDREN’S SUMMIT 2024 SUPPORTS U.N. 17 SUSTAINABLE DEVELOPMENT GOALS

Mayor Belen T. Fernandez has emphasized the need to build stronger alliances in achieving the 17 Sustainable Development Goals (SDG) of the United Nations (UN) and for young leaders to understand their important role in the UN global agenda during the opening of the 2024 Children’s Summit slated from February 5 to 7 at CSI Stadia.

Prior to the opening ceremony, a ‘Unity Walk’ composed of students from public and private schools; government officials, heads and employees; barangay councils, event sponsors and volunteers was held starting at the Dagupan City Transport Terminal up to the Stadia to display Dagupan’s unity in support of the SDG.

Centered on the theme: ‘Celebrating Children’s Ideas and Actions for United Nations’ Sustainable Development Goals’, the three-day event spearheaded by the Department of Education Schools Division Office in coordination with the city government features various activities such as spelling bee, quiz bee, essay writing, exhibits, talk show, sandwich-making, vegetable salad-making, poster-making, graphic and design with some 20,000 participants.

“The SDG aims to effect change, fight poverty and achieve progress by year 2030 and ensuring that no one is left behind,” Mayor Fernandez stated.

A highlight of the affair was a multi-stakeholder signing of partnership to symbolize Dagupan’s commitment to achieve the 17 SDGs that are as follows: No Poverty; Zero Hunger; Good Health and Well-Being; Quality Education; Gender Equality; Clean Water and Sanitation; Affordable and Clean Energy; Decent Work and Economic Growth; Industry, Innovation and Infrastructure; Reduced Inequalities; Sustainable Cities and Communities; Responsible Consumption and Production; Climate Action; Life Below Water; Life on Land;  Peace, Justice and Strong Institutions; and Partnerships for the Goals.

‘SAVING MAX’ ANIMAL ADVOCACY CAMPAIGN LAUNCHED IN DAGUPAN

A call to curb the rate of victims of the rabies virus in Dagupan City was launched on February 2, thru Mayor Belen Fernandez’s ‘Saving Max’ project in coordination with the City Veterinary Office.

The activity was held in barangay Bonuan Gueset with the support of the Barangay Council led by Captain Noel Bumanglag, Sangguniang Kabataan (SK) Federation President Councilor Bradley Benavides, Bonuan Gueset SK Chairperson Tala Paras and Bonuan Binloc SK President Klee Alcaide.

According to the mayor, records show that approximately 100 to 200 patients fall victim to animal bites, mostly from dogs and cats, as she advised residents to report any animal concern to the Saving Max Hotline Number 0985 453 5555 to help promote animal welfare.

Anti-rabies injections and consultations were also provided during the activity with Dr. Michael Maramba of the City Veterinary Office.

BALAY SILANGAN REFORMATION CENTER OPENS IN DAGUPAN

Dagupan City’s ‘Balay Silangan’, a reformation facility for drug offenders, was inaugurated on January 26 in barangay Poblacion Oeste as part of the government’s efforts in curtailing the illegal drug trade and aiming for drug clearance among the 31 barangays in Dagupan.

Mayor Belen Fernandez expressed gratitude to law enforcement and government agencies in the realization of the project to give chance to drug offenders in rehabilitating their lives.

Among the city’s partners are the Philippine Drug Enforcement Agency, Philippine National Police, Department of Interior and Local Government, Department of Social Welfare and Development, Technical Education and Skills Development Authority, Department of Trade and Industry and Bureau of Fire Protection. Financial assistance worth 5,000 pesos and grocery items were handed over to the families of the Balay Silangan clients as part of the program.

DAGUPAN COMMEMORATES GEN. MacARTHUR’s 79th LUZON LANDING

Dagupan City has paid tribute anew to the memory and greatness of Gen. Douglas MacArthur during the 79th Luzon Landing Anniversary of the famed United States commander and his men at Bonuan Tondaligan Blue Beach, the site believed to be the actual location where they landed to pursue their mission in liberating the Philippines from Japanese colonization.

Mayor Belen Fernandez led the early morning event on January 9 at the refurbished MacArthur Park as she underscored the significance of emulating the good deeds of MacArthur and other war heroes and building a culture of integrity and accountability in public office.

“Gen. Douglas MacArthur had said his famous line ‘I shall return.’ For me I say, I have returned to help the people of Dagupan,” the local chief executive stated.

Highlight of the affair was a reenactment of the Luzon Landing with MacArthur, U.S. soldiers and Bonuan villagers which was followed by floral offerings at the memorial site by the different offices, government agencies, barangay councils, civil society groups, non-government organizations and other stakeholders.

OFFICE OF CIVIL DEFENSE, CDRRMC CONDUCT BASIC INCIDENT COMMAND SYSTEM TRAINING FOR STAKEHOLDERS

The Office of Civil Defense (OCD) Region 1 in coordination with the city government of Dagupan has conducted a Basic Incident Command System (BICS) Training for members  and representatives of the City Disaster Risk Reduction and Management Council (CDRRMC), line government agencies, civil society groups and volunteers from November 8-10 at the E-Library in barangay Poblacion Oeste.

A flagship progam of the OCD, the ICS is a standard, on-scene and all-hazard incident management concept introduced by the United States Forest Service and is being utilized by DRRMCs in the country to  manage and coordinate actions of all response groups.

Mayor Belen Fernandez underscored the need for the BICS training to capacitate the CDRRMC in times of disasters and calamities even as she is hopeful for the local government unit of Dagupan to integrate the system in the grassroots level to involve residents and the community.

Moreover, OCD Regional Director Gregory Cayetano highlighted the principles and functions of the ICS that will guide participants and stakeholders in establishing efficient actions during various incidents.

Among the topics dicussed during a November 10 meeting between the  local chief execuitve and the regional director were programs for Disaster Mitigation, Disaster Preparedness and Family Disaster Preparedness.

The three-day seminar/training tackled modules on Introduction to ICS; Organization and Staffing; Facilities; Managing Incidents and Events; Assessment and Management; Organizing and Managing Resources; Incident and Event Planning; and Transfer of Command, Demobilization and Close-out.

It involved interactive lecture discussions, pre-test, post-test, audio-visual presentations, workshops, structured learning exercises and return demonstrations conducted by Ronald de Guzman (CDRRMO-Dagupan), Aries Aquino (MDRRMO-Bautista) and Ysrael Sobredo (Bureau of Fire Protection-La Union).

DEPED DAGUPAN HOSTS REGIONAL CLIMATE CHANGE CARAVAN

Mayor Belen Fernandez deliberated on the city government’s efforts to curb the impact of  climate change during the Regional Climate Change Caravan hosted by the  Department of Education (DEPED) Dagupan City Schools Division Office (SDO) at the Bonuan Buquig National High School (BBNHS) on November 6, 2023.

Anchored on the theme ‘Empowering Humanity in Response to Climate Change for Sustainable Communities’, the event featured engaging activities for students to address climate change.

“In our own little way, as long as we are united in creating solutions, we can help address the critical problem of climate change and understand our own roles to minimize its effects in our community,” the mayor stated.

Thru the City Disaster Risk Reduction and Management Council and other line government agencies, Dagupan has launched its flood mitigation programs that include road and drainage construction and dredging; El Niño Phenomenon awareness campaign; river and creek clean-up and rehabilitation thru Task Force Bantay Ilog; waste segregation and management, among other projects to adapt to climate change, according to the local chief executive.

Similarly, a bayanihan-style ‘operation sitio’ has started where residents make use of dredging materials and mixed gravel for backfilling of sidewalks or pavements in sitios with the assistance of the City Engineering Office.

Featured activities during the climate change caravan included a mangrove tree-planting tour; search for the best booth exhibit on practices in adopting to climate change; video infomercial contest; three-dimensional art trash contest; search for investigatory project proposal on climate change and quiz bee; spoken word poetry and poster-making contest; booth exhibit; and environmental forum.

Mayor Fernandez, meanwhile, commended the BBNHS for serving as a climate change advocate thru its award-winning Ilog Ko, Aroen Ko program on mangrove propagule planting which was hailed as the Top Prize Winner in the T4 World’s Best School Environmental Action category on October 19, 2022.

BANGUS INDUSTRY STAKEHOLDERS MOVE TO PROTECT IDENTITY OF BANGUS PRODUCTS

Mayor Belen Fernandez has expressed hope for Dagupan’s famous milkfish (bangus) products to acquire its long-awaited registration thru Geographical Indication to the Intellectual Property Office, an attached agency of the Department of Trade and Industry (DTI), to protect the identity and brand of the city’s bangus manufacturing industry.

This developed during a Collective Mark Mapping/Meeting of bangus industry stakeholders last October 24 at Lenox Hotel spearheaded by DTI Provincial Director Natalia Dalaten to consult and discuss concrete platforms for a more robust agri-fishery economy in Dagupan.

The local chief executive assured her support to the undertaking as she identified other projects to boost the city’s fishery economy such as the comeback of Dagupan’s Product Center which is a one-stop-shop for local products of micro-small and medium entrepreneurs, as well as the production of oyster to promote it as another famous Dagupan bestseller.

NEW AND WELL-EQUIPPED DAGUPAN CITY FIRE STATION SOON TO RISE

A brand new, state-of-the-art fire station will soon rise in Dagupan City following the signing of a Deed of Usufruct between the local government unit (LGU) of Dagupan and Bureau of Fire Protection (BFP) Region 1 on October 23, 2023 at the City Plaza.

The fire station, which will occupy 689 square meters of a 3812 sq. m. city government property in barangay Mayombo where the current fire station operates, was approved thru Sangguniang Panlungsod Resolution 8113-2023 that allows the use of the government lot for the same purpose.

Mayor Belen Fernandez and BFP Regional Director Leonida Gumanab-Rosales led the signing ceremony along with Vice Mayor Bryan Kua, BFP Assistant Regional Director for Administration Arthur Sawate, BFP Provincial Fire Marshal Ronaldo Perez and Dagupan City Fire Marshal Michael John Escaño.

The local chief executive said the project aims to upgrade the delivery of fire emergency assistance, rescue operations and medical assistance to foster good governance in Dagupan.

Moreover, Mayor Fernandez commended the city’s fire bureau in its efforts to protect the safety of the general public in times of fire situations and in conducting educational activities to create social awareness on fire safety.

FCSupt. Gumanab-Rosales, meanwhile, said Republic Act 6975 provides for the establishment of at least one fire station with adequate personnel, firefighting facilities and equipment for each province, city and municipality in the country as she encouraged BFP-Dagupan personnel to double their efforts in the performance of their duties.

2500 TRICYCLE DRIVERS RECEIVE CASH AID FROM SEN. IMEE MARCOS

Some 2,500 flood-stricken tricycle drivers in the city who had to forego their usual operations received cash assistance from Senator Imee Marcos thru the Assistance to Individuals in Crisis Situation (AICS) program of the Department of Social Welfare and Development (DSWD) last August 5.

The senator visited the city to personally extend assistance to the group and distribute enhanced Nutribuns and toys to children at the CSI Stadia together with Mayor Belen Fernandez who had requested the aid for tricycle drivers.

The mayor had considered the drivers’ plight in the midst of a week-long flooding that submerged Dagupan due to typhoon Egay.

Sen. Marcos had made several visits to Dagupan to lead several events such as the mounting of Kadiwa ng Pangulo stores, Nutribun program, AICS for Solo Parents as well as the ceremonial Christmas Tree Lighting and the annual Bangus Festival.

Ang aktibidad ay naaayon sa taunang selebrasyon ng #NationalNurtitionMonth na may layuning palawakin ang kamalayan ng mga Pilipino hinggil sa wastong nutrisyon at kalusugan.

Hinihikayat din ni Mayor Belen ang pagtatanim ng gulay sa komunidad sa tulong ng mga Barangay Nutrition Scholars para sa sustainable food source sa layuning ang “Healthy diet, gawing affordable for all!”

Sa tala ng CHO, 121 patients ang na-cater sa medical at 20 patients sa dental services tulad ng dental consultation, tooth extraction, at fluoride application.

159 AVAIL OF COVID-19 BOOSTER DOSES AS DAGUPAN CELEBRATES 76TH YEAR

A total of 159 individuals receive their Covid-19 booster shots during the city government ‘s Alagang Healthy Dagupeños Covid-19 vaccination drive held as part of the 76th Agew na Dagupan celebration on June 20, 2023 at the CSI Stadia. Based on a report by the City Health Office (CHO), 108 of the vaccinees received their third booster doses while 45 had the second booster and six availed of their first dose of booster vaccine. The CHO composed of City Health Officer Dr. Ophelia Rivera, barangay nurses, midwives and other health care workers ensured the safe and smooth flow of the vaccination drive.
