DAGUPAN HONORS GREAT LEADERS IN PINABLIN DAGUPEÑO AWARDS

A fitting tribute to the unsung heroes of Dagupan culminated the year-long commemoration of the city’s 75th Diamond Jubilee during the Pinablin Dagupeno Awards held at the CSI Stadia on June 19, 2023.

Mayor Belen Fernandez led the formal occasion where she referred to the Pinablin Dagupeño Award as the highest and most prestigious award conferred to deserving Dagupeños of good moral character, whose dedication to their profession or vocation have made significant contributions to the advancement of their calling.

“All of our honorees are great leaders who are willing to invest in the lives of our people and have demonstrated all the unselfish love, all the unflinching courage, all the reserve wisdom, all the clear vision, and all the patient devotion of which we are capable of as Dagupeños,” the local chief executive stated.

The awards were categorized into Pamirbir tan Pamagalang Award of Recognition, Pinablin Pangidayew Diamond Award, Nitanduron Pamagalang Award, Pinablin Dagupeño Diamond Award, Biskeg na Baley Diamond Award.

Former five-time House Speaker Jose de Venecia Jr., Dagupan’s most favorite son, was conferred the Biskeg na Baley Diamond Award and the singular honor as the ‘first and proudest Dagupeño ya angilagey na baley’.

The Nitanduron Pamagalang Award was presented to Lingayen-Dagupan Archbishop Rev. Fr. Socrates Villegas who, although is a non-Dagupeño by birth, has devotedly shown love and compassion to the city he serves.

The Pinablin Pangidayew Diamond Awardees were Fourth District Representative Christopher de Venecia, Atty. Gonzalo Duque, Philanthropist Dr. Ashok Vasandani, Universidad de Dagupan President Dr. Feliza Arzadon-Sua, Philippine National Wushu Athlete Agatha Fernandez-Wong, Visual Artist Patrick Fernandez, businessman James Dy, humanitarian Dr. Abraham Coquia, Philanthropist Rocky Vasandani and World Championships of Performing Arts medalist Sophia Samonte.

Recipients of the Pinablin Dagupeño Diamond Award were Eleazar Quinto (Public Administration), Prime Cruz (Arts and Culture), Dr. Macarthur Samson Sr. (Public Service), Dr. Jesus Canto (Community Service), Dr. Bernabe Marinduque (Research and Technology), Dr. Dante Velasco (Mass Media), and Dr. Betha Fe Manaois-Castillo (Medicine).

MBTF HONORS VOLUNTEERS IN ‘AGEW NA PINABLIN LINGKOR NA BALEY NA DAGUPAN’

Volunteer workers were honored for their invaluable contribution to the realization of the Unliserbisyo programs of Mayor Belen Fernandez during an awarding ceremony dubbed ‘Agew na Pinablin Lingkor na Baley na Dagupan’ on June 19 at the City Plaza.

The event, a culmination of the 75th Founding Anniversary of Dagupan City, recognized the vital roles of Barangay Captains, Barangay Nurses, Barangay Health Workers, Barangay Service Point Officers, Barangay Nutrition Scholars, Barangay Tanods, Barangay Librarians, Barangay Child Development Workers, Barangay Overseas Filipino Workers Focal Persons and Job Order Employees in delivering their unwavering services to the community.

“Last year, I declared the banner cry of my administration – ‘Iyalagey su Baley’ and I could not have done this alone. We could have only this with each other’s help and today, we say our biggest thank you to all our volunteers,” Mayor Fernandez stated.

The local chief executive, moreover, reaffirmed her full support to the volunteers who have carried on with their respective tasks despite financial setbacks with their regard to their benefits even as she announced an increase in the honorarium of barangay volunteers by 2024 to 2026.

DAGUPAN LGU TARGETS DILG SEAL OF GOOD LOCAL GOVERNANCE ANEW

The Department of Interior and Local Government (DILG) conducted a regional assessment on the performance of the local government unit (LGU) of Dagupan in its implementation of governance areas under the coveted Seal of Good Local Governance (SGLG) on June 16, 2023.

Mayor Belen Fernandez presented the various programs of the city government to the regional assessment team composed of Local Government Operations Officer (LGOO) VII & Region 1 Division Chief Rhodora Soriano, SGLG Region 1 Focal Person LGOO V Karen Castillo, DILG Provincial Director Virgilio Sison and CLGOO Royolita Rosario.

Also present during the meeting were Dagupan Philippine National Police Chief Police Lieutenant Colonel Brendon Palisoc, PDO III SGLG Focal Person Natacia Dizon, CSO Rep. Bishop Rovell Solleza, department heads and the Manlingkor Ya Kalangweran 2023 Young City Officials.

For three consecutive years, in 2015, 2016 and 2017, Dagupan-LGU was awarded the SGLG during the first term of Mayor Fernandez.

Based on a memorandum circular of DILG Secretary Benjamin Abalos Jr., the SGLG is an institutionalized award and recognition-based program that is committed in bringing people-oriented reforms to enable LGUs to foster a culture of good governance despite challenges in the local government landscape.

“This year, performance measures are further upgraded to also gauge outcome oriented efforts of the LGUs and as the Seal maintains its progressive nature, its response to various concerns in local administration and service delivery remains to be anchored on its thrust of giving distinction and incentivizing good performance,” the Sec. stated.

Under the SGLG, an LGU must pass all governance areas aimed at financial administration and sustainability; disaster preparedness; social protection and sensitivity; health compliance and responsiveness; sustainable education; business-friendliness and competitiveness; safety, peace and order; environmental management; tourism, heritage development, culture and arts; and youth development.

A FRUITFUL FIRST PUBLIC SERVICE EXPERIENCE FOR 60 MANLINGKOR YA KALANGWERAN 2023 YOUNG CITY OFFICIALS

This year’s batch of Manlingkor Ya Kalangweran (MYK) Young City Officials had a productive first day in their official duties on June 13, 2023 as they joined Mayor Belen Fernandez in conducting outreach programs for Dagupeños among other official functions.

The 60 student-leaders who came from public and private secondary schools in Dagupan had earlier undergone a three-day leadership training conducted by the local Department of Education  from June 7 to 9 at the Division Training Center in preparation for their duties.

Prior to their oath-taking in the morning of June 13, the young officials were presented to the Judiciary department composed of judges, prosecutors, assistant prosecutors and employees who spearheaded the celebration of Pride Month at the Hall of Justice in Bonuan Gueset.

The MYK then took their oath administered by the local chief executive at the E-Library after which they were formally turned over to their respective counterparts before attending the re-launch of the Child Health Advocate program at the Schools Division Office with principals, school heads, teachers and City Health Officer Dr. Ophelia Rivera.

Next stop was a tour of the Dagupan City Diagnostic Center where they were oriented on equipment used for free services offered to Dagupeños such as X-ray, ECG, ultrasound, CT-Scan and other health services with Dr. Julita de Venecia of the City Health Office.

The MYK then proceeded to barangay Pantal for home visitation activities to patients needing medical treatment and social service assistance, also along with Mayor Fernandez and Dr. de Venecia.

VP SARA DUTERTE’S PASIDUNGOG AWARDEE

Vice President Sara Duterte (2nd from left), on June 5, presented a plaque of appreciation to Mayor Belen Fernandez (2nd from left) during the Pasidungog 2023 held at the Sofitel Philippine Plaza Manila in Pasay City in recognition of the City Government of Dagupan’s contribution to the vision of the Office of the Vice President (OVP) to reach, serve and create lasting impact on the lives of Filipinos.

Mayor Fernandez proudly received the award under the Special Projects category, on behalf of the local government unit of Dagupan and the local Department of Education led by Schools Division Superintendent Dr. Rowena Banzon and Assistant Schools Division Superintendent Dr. Marciano Soriano Jr. who joined her during the event.

The Pasidungog, which is Visayan for ‘to give honor’, recognizes various government agencies and private sector that help the OVP achieve its goal to reach out to Filipinos and ensure their welfare and it is also given to individuals who exhibit exemplary behavior in accordance with the Code of Conduct and Ethical Standards for Public Officials and Employees.

Gilon Gilon Ed Baley: In Honor of St. John The Fisherman

In early 1990’s, Mayor Al Fernandez pioneered the staging of Bangus harvest or Gilon in his fish farm as entertainment for visiting Balikbayans.

Then in 1997, when Councilor Belen Fernandez was appointed Chairman of Agew na Dagupan, she tapped Resty Fernandez, fresh from a choreography workshop at the Cultural Center of the Philippines — and together hatched Gilon-gilon ed Dalan, a street dance competition, which debuted as the highlight of the celebration of the founding of the City Charter.

It was quite apropos as it depicts the harvest of Bangus–thereby fostering brand identity for the city.

However, when the street showcase evolved into Bangus Festival, its popularity caused uneasiness to Church authorities who felt that the focus on celebrating Bangus overshadowed the adoration of St John the Evangelist, the city’s Patron Saint.
Bangus was given more importance than the city’s Patron Saint who looks after the people.

In fact, the vicariate pastor, Archbishop Soc Villegas, reportedly minced no words and chided, “Bangus is not the city’s patron saint”.

As the founder of the festival that made Bangus a cultural icon, while being a devout Catholic herself, Mayor Belen became concerned. She realized that the Bangus Festival with its trademark events Gilon-gilon and Kalutan ed Dalan, must extend beyond being solely a street extravaganza.

It must reflect the community’s socio-religious heritage to be truly meaningful and relevant to the people. “How can we relate the Bangus Festival to St John?”, she pondered.

The connection is rooted in biblical references. St John was a fisherman before becoming an apostle and subsequently the evangelist he is popularly known as. He was one of three fishermen, along with his brother James, and Peter, who were the first followers of Jesus.

To lend religious context to “Gilon” and “Kalutan”, there are two scriptural passages tied up to bountiful harvesting of fish and grilling of fish.

In the first, Jesus encountered a frustrated Peter who came back with no catch. He bid him, together with brothers John and James, to cast their net anew. And they were rewarded with an abundant catch. (Luke 5:1-11)

The second was after the Resurrection. The disciples went out to fish but had no luck. The resurrected Jesus who they had not recognized, called out to them from the shore to cast their net again. Miraculously, they were blessed with a bumper harvest. When they came ashore, they were greeted by the sight of Jesus grilling fish on burning coals. He asked them to bring some of their catch and invited them to have breakfast. (John 21:1-17)

To tie up all these, as a fitting prologue to the Bangus Festival, Archbishop Socrates Villegas celebrated the Easter Sunday mass at sunrise in Tondaligan–where the traditional “Abet-abet” or “Salubong” was recreated with a twist.

While the common church ritual portrays the meeting of Jesus and Mother Mary, the trailblazing reenactment dubbed as “Abet-abet ed Olin Inbilay” likewise depicted the encounter between Jesus and John who had taken care of Mother Mary, along with the apostles and fisherfolks. The mass culminated in the grilling of Bangus in reference to the scriptural passage.

This breakthrough interpretation aims to recognize the precursive events that define and lend religious and cultural significance to the Bangus festivities.

Thus, the Bangus Festival as a bouncy street celebration is elevated to the status of a joyful community thanksgiving that pays homage to the city’s beloved patron saint.

Turn Over of TECH4ED Equipments from DICT

Tinurn-over ngayong araw sa barangay Pantal Tech4Ed Center ang mga computers at iba pang kagamitan mula sa Department of Information and Communications Technology (DICT).

Bahagi ito ng partnership ng DICT, lokal na pamahalaan at barangay council sa ilalim ng Technology for Education, Employment, Entrepreneurs, and Economic Development program o Tech4Ed na naghahatid ng libreng training sa mga kabataang nasa ilalim ng Alternative Learning System (ALS), PWDs, at iba pang residente sa barangay na nais matuto.

Tatlong (3) desktop computers, printers, wifi cloud cameras (cctv), router at iba pang kagamitan ang tinanggap ng barangay Pantal sa pamumuno ni Kapitana Julie Perez mula sa DICT at lokal na pamahalaan sa pangunguna ni Mayor Belen Fernandez kasama sina DICT OIC Provincial Officer Elvis Cayabyab, Dagupan City Management Information Office System (MISO) Head Ryan Catañeda at iba pa.

Ayon kay DICT OIC Provincial Officer Cayabyab, ang mga karagdagang equipment ay para sa continuous training na maipahahatid pa para sa mga Dagupeño.

Ilan sa mga free trainings na maaaring ma-avail sa mga Tech4Ed centers ang basic Word Processing, troubleshooting,graphic design, canva editing tutorials at iba pa.

Bukas ang Tech4Ed Center sa barangay Pantal at sa City Library na kabilang sa 258 Tech4Ed centers sa buong Pangasinan sa ilalim ng LGUs at barangay.
