PANTAL, LUCAO, LASIP CHICO, MALUED AND TAPUAC (CLUSTER 6) WIN GILON, GILON ED BALEY 2024

Cluster Six composed of barangays Pantal, Lucao, Lasip Chico, Malued and Tapuac emerged as champion in the Gilon, Gilon ed Baley Streetdancing Competition held last April 26 at the City Plaza as part of Bangus Festival 2024.

The group which bested 26 other barangays from five other clusters received the top cash prize of P150,000 even as it was also adjudged first place in the Best in Streetdancing category with P20,000 and the solo winner for Best in Musicality.

Last year’s Gilon, Gilon champ, One Bonuan (Cluster Three) composed of barangays Bonuan Gueset, Bonuan Boquig and Bonuan Binloc, clinched the 1st runner-up title with P100,000 cash prize and garnered 2nd place for Best in Streetdancing with P15,000.

One Bonuan also bagged the crowd-favorite Best in Costume Award with P20,000 cash prize.

Cluster Two comprising the eastern barangays of Mamalingling, Bolosan, Mangin, Salisay, Tambac and Tebeng finished as 2nd runner-up while also bagging 3rd place in Best in Streetdancing with P10,000.

The remaining clusters namely Cluster One (Mayombo, Bacayao Norte, Bacayao Sur, Caranglaan and Herrero- Perez), Cluster Four (Brgy. I, Brgy. II&III, Brgy. IV, Lasip Grande, Pogo Grande and Pogo Chico) and Cluster Five (Calmay, Carael, Lomboy, Poblacion Oeste, Pugaro and Salapingao) received consolation prizes.

A thanksgiving event in honor of Dagupan City’s patron, St. John the Evangelist, the Gilon, Gilon ed Baley is a much-anticipated event which showcases the fishermen’s style of harvesting the tastiest milkfish in the world found only in Dagupan.

12,000 ENVIRONMENTAL ADVOCATES JOIN MBTF’s BARKADA FUN RUN

Approximately 12,000 runners from Dagupan City proudly showcased their support to the city government’s ‘Goodbye Basura’ campaign by joining the Barkada Fun Run ‘Batik Parad Kalinisan na Dagupan’ held on April 26 along De Venecia Highway as part of the 2024 Bangus Festival.

Participants received marathon singlets/t-shirts courtesy of Milo upon registration where they brought along empty plastic bottles/sachets for Mayor Belen Fernandez’s waste management program which entails proper segregation of waste materials including ‘Holcimable’ wastes such as plastic bottles, styrofoam, sando bag, food wrappers, sachets, foils, clothings, shoes, slippers, bags without hardware, cigarette butts,  rubber, tetrapacks, and others.

In partnership with renowned cement manufacturer, Holcim Philippines, the materials will be used as an alternative raw material or alternative fuel for cement processing with the end goal of finally closing Dagupan’s more than 60-year-old dumpsite in Bonuan Tondaligan.

On April 30 last year, a DILG -spearheaded ‘Buhay Ingatan, Droga’y Ayawan’ (BIDA) Bayanihan ng Mamamayan Fun Run was also supported by some 12,000 runners at the same venue prior to the Bangusan Street Party ‘Kalutan ed Dalan’ in a bid to raise awareness on the ill effects of illegal drugs.

4,000 SENIOR HIGH STUDENTS JOIN HIGHER EDUCATION INSTITUTION CAREER FAIR

Some 4,000 senior high school students from Dagupan City joined the opening of a two-day Higher Education Institution (HEI) Career Fair conducted by the city government starting April 17 at CSI Stadia as part of the activities for Bangus Festival 2024.

Dubbed as ‘Tagumpay Mo Kabataan, Pangarap ng Dagupan’, the event aims to serve as career development support and anti-illegal recruitment campaign for graduating K to 12 students in public and private schools in the city in coordination with the Department of Education (DepEd), Commission on Higher Education (CHED), Department of Labor and Employment (DOLE), Department of Migrant Workers (DMW), Technical Education and Skills Development Authority (TESDA), Association of Private Schools, Colleges, and Universities (APSCU) and the Public Employment Service Office (PESO).

Mayor Belen Fernandez encouraged the young learners to reach for their career goals with patience and determination and make the best out of their productive years.

Lectures also include the most in-demand courses, related jobs, employment opportunities and details on various government-recognized programs offered by major universities and colleges in Dagupan aside from technical-vocational courses under TESDA and the Alternative Learning System (ALS) of the DepEd.

328 HOUSEHOLDS GRADUATE FROM 4PS

A total of 328 Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries of the Department of Social Welfare and Development (DSWD) in Dagupan have formally exited the program following a graduation ceremony dubbed as ‘Pagkilala at Pagpapakilala sa mga Nagtapos Bilang Benepisyaryo ng 4Ps’ on March 27 at the CSI Stadia.

Mayor Belen Fernandez congratulated the households for overcoming economic challenges and thus welcomed the opportunity for them to become self-sufficient and independent.

“We are grateful to the DSWD for the help they extended to your families for many years, and now, they have assessed that you are capable of exiting the program because you have since improved your lives thru discipline and effort,” said the mayor.

The local chief executive assured the graduates of the local government’s continued support to them as she presented Dagupan’s Unliserbisyo services such as scholarships; home visits; social services; health services via City Health Office, Region 1 Medical Center, Super Family Health Center, Mother and Child Hospital; livelihood and employment; free late birth registration; anti-violence against women and children; and the Justice Zone.

The event included a ceremonial signing and turnover of sustainability plan, awarding of certificates and tokens, and distribution of rice packs.

JUSTICE ZONE ESTABLISHED IN DAGUPAN

Dagupan is now a Justice Zone locality following its formal launching on March 20 at the CSI Stadia as part of mutual efforts of the local government unit of Dagupan and the national government thru the Justice Sector Coordinating Council (JSCC).

Composed of the Supreme Court (SC), Department of Justice (DOJ) and the Department of the Interior and Local Government (DILG), the JSCC aims to promote a coordinated approach to the policy making, planning and operations of legal institutions for the effective and efficient administration of justice.

As the 13th Justice Zone in the country established by the JSCC, Dagupan follows in the steps of Quezon City, the first Justice Zone launched in 2014, and other zones in key cities like Cebu, Davao, Angeles, Bacolod, Naga, Calamba, Balanga, Baguio, Zamboanga, Tagaytay and Puerto Princesa.

Mayor Belen Fernandez, who had sought the JSCC’s support for the city’s desire to host the Justice Zone, expressed gratitude for the opportunity to make the courts, prosecution service, law enforcement and corrections thrive in their respective business in government.

The local chief executive likewise presented the Dagupan City Justice Zone Logo that features the scale of justice, the famous bangus symbolizing Dagupan, 31 bay leaves (laurel) representing the city’s 31 barangays and the Pangasinan tagline ‘PANTATALUSAN, PANDARAGUPAN, PANKAKASAKEY’ that denotes the JSCC’s core principles of Communication, Cooperation and Coordination.

The respective emblems of the SC, DOJ and DILG are also depicted in the center, representing the synergy of the agencies to create the Dagupan City Justice Zone to pursue swift, fair and humane administration of justice.

Chief Justice Alexander Gesmundo recognized the efforts of Dagupan’s local justice stakeholders to establish a Justice Zone, calling them as strong partners for justice as he reminded them to ensure their commitment to maintain a gold standard in the said judiciary program.

JUSTICE INSTITUTIONS CONDUCT PLANNING WORKSHOP

A Justice Sector Coordinating Council (JSCC) Development Planning Workshop comprising the Supreme Court, Department of Justice and the Department of the Interior and Local Government was held on March 5 at CSI Stadia.

The JSCC aims to promote a coordinated approach to the policy making, planning and operations of the legal institutions for the effective and efficient administration of justice.

Mayor Belen Fernandez led city officials, government agency heads and department heads during the activity which was also graced by Court of Appeals Justice Ronaldo Roberto Martin.

The agenda included the establishment of a Justice Zone in Dagupan to accommodate members of the local justice sector namely, judges, prosecutors, public attorneys and law enforcement officers in order to strengthen coordination between the national and local government for the administration of justice.

Twelve Justice Zones have been established in Quezon City, Cebu, Davao, Angeles, Bacolod, Naga, Calamba, Balanga, Baguio, Zamboanga, Tagaytay City and Puerto Princesa.

DILG CONDUCTS TRAINING PROGRAM FOR NEWLY-ELECTED BARANGAY OFFICIALS

The Department of Interior and Local Government (DILG) has spearheaded a training program for incumbent barangay officials dubbed as Barangay Newly-Elected Officials (BNEO) Towards Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Program from February 26-27 at the Emerald Hall of CSI Stadia.

Mayor Belen Fernandez welcomed the opportunity for community leaders to work together in solidarity to promote solutions in effectively addressing the challenges in the city even as she emphasized the 17 Sustainable Development Goals of the United Nations that serves as a blueprint for global communities to achieve for an inclusive and sustainable future.

The opening day includes an overview of the BNEO GREAT program; Basics of Republic Act (RA) 7160 (Local Government Code of 1991); Barangay Development Plan and Capacity Development Agenda; Barangay Budget; and Salient Features of RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees; while sessions on Program, Project and Activity Prioritization; Participation in Governance; and Public Ethics and Accountability were slated on the final day.

ILLEGAL ESTABLISHMENTS ALONG BINLOC SHORE DEMOLISHED

Illegal structures along the shoreline of Bonuan Binloc have been dismantled by joint elements of the Community Environment and Natural Resources Office (CENRO), City Engineering Office and Philippine National Police-Dagupan on February 15 as part of Mayor Belen Fernandez’s determined efforts in protecting Dagupan’s coastal areas and boosting its famous beach attractions.

Untenured occupants have no legal authority to occupy the area aside from the fact that no building permits have been issued to the owners, according to the CENRO while City Legal Officer Atty. Aurora Valle said the area is classified as a foreshore land and thus considered as a public domain which can never be the subject of appropriation.

The ‘One Bonuan’ project composed of barangays Bonuan Gueset, Bonuan Binloc and Bonuan Boquig, highlights the promotion of Tondaligan Ferdinand as a signature tourist landmark while a 20 million-peso worth One Bonuan Tourism Pavilion sponsored by Sen. Risa Hontiveros will soon rise, also in Bonuan Gueset, to attract more tourists and investors.

REGION 1 MEDICAL CENTER BOOSTS HEALTHCARE SERVICES WITH PUBLIC HEALTH CENTER AND NUCLEAR FACILITY

Dagupan City’s status as premier health care provider in Northern Luzon has been proven anew with the inauguration of the Region 1 Medical Center’s (R1MC) Center for Disease Prevention and Control and the groundbreaking of its Nuclear Medicine Facility on February 13 at the R1MC Bonuan Binloc.

Mayor Belen Fernandez recognized the significant contribution of the R1MC ably led by Medical Center Chief Dr. Joseph Roland Mejia, in putting a premium on healthcare delivery and services to give utmost importance to people’s lives.

“The Center for Disease Prevention and Control shall well serve as a guide to formulate more effective strategies to address the challenges in the healthcare industry and in order for the government and stakeholders to prepare for any potential health threat, comparable to the global-scale impact of COVID-19,” she stated.

Department of Health (DOH) Undersecretary Maria Rosario Vergeire joined the event as she informed that the nuclear center includes a cancer institute and a dermatology center to cater to the extensive needs of patients who come to R1MC even from different parts of the region.

Important personalities instrumental to the establishment of R1MC’s new structures also graced the occasion namely, former Speaker Jose de Venecia, Jr., former 4th District Representative Manay Gina de Venecia, 4th District Rep. Christopher de Venecia and DOH Regional Director Paula Paz Sydiongco.

CHILDREN’S SUMMIT 2024 SUPPORTS U.N. 17 SUSTAINABLE DEVELOPMENT GOALS

Mayor Belen T. Fernandez has emphasized the need to build stronger alliances in achieving the 17 Sustainable Development Goals (SDG) of the United Nations (UN) and for young leaders to understand their important role in the UN global agenda during the opening of the 2024 Children’s Summit slated from February 5 to 7 at CSI Stadia.

Prior to the opening ceremony, a ‘Unity Walk’ composed of students from public and private schools; government officials, heads and employees; barangay councils, event sponsors and volunteers was held starting at the Dagupan City Transport Terminal up to the Stadia to display Dagupan’s unity in support of the SDG.

Centered on the theme: ‘Celebrating Children’s Ideas and Actions for United Nations’ Sustainable Development Goals’, the three-day event spearheaded by the Department of Education Schools Division Office in coordination with the city government features various activities such as spelling bee, quiz bee, essay writing, exhibits, talk show, sandwich-making, vegetable salad-making, poster-making, graphic and design with some 20,000 participants.

“The SDG aims to effect change, fight poverty and achieve progress by year 2030 and ensuring that no one is left behind,” Mayor Fernandez stated.

A highlight of the affair was a multi-stakeholder signing of partnership to symbolize Dagupan’s commitment to achieve the 17 SDGs that are as follows: No Poverty; Zero Hunger; Good Health and Well-Being; Quality Education; Gender Equality; Clean Water and Sanitation; Affordable and Clean Energy; Decent Work and Economic Growth; Industry, Innovation and Infrastructure; Reduced Inequalities; Sustainable Cities and Communities; Responsible Consumption and Production; Climate Action; Life Below Water; Life on Land;  Peace, Justice and Strong Institutions; and Partnerships for the Goals.
