GOODBYE GUTOM LAUNCHED IN DAGUPAN

School-aged children in barangay Carael and barangay Lucao were treated with a nutritious meal of tinola during the launching of the Goodbye Gutom or the Zero Hunger program in Dagupan on August 12.

With a touch of her signature personalized service, Mayor Belen Fernandez prepared each serving of the Filipino dish enjoyed by the children.

Bonakid milk courtesy of CSI Group of Companies and take-home goody bags consisting of rice, canned goods and coffee sachets donated by Pangasinan Governor Ramon Guico III were also distributed to the children.

Moreover, in barangay Lucao, Mayor Fernandez and Councilor Marcelino Fernandez also distributed delicious Gardenia loaf breads in different variants like wheat, raisin, chocolate, regular and ube and cheese and Magnolia sandwich spreads to children and parents as part of Goodbye Gutom.

Children should eat complete nutritious meals for breakfast, lunch and dinner and not experience hunger, the local chief executive stated as she informed residents of her group’s return visit to the barangay to serve tinola.

The Zero Hunger program which aims to address hunger and achieve food security, will be conducted in the different barangays in the city in coordination with the City Health Office, City Nutrition Office, barangay councils and youth volunteers.

Earlier, some 50 boxes of chicken products were donated by Gov. Guico as part of the program that is under the United Nations Sustainable Development Goals to promote food accessibility and sustainability.

SEN. GATCHALIAN LEADS TURNOVER OF RELIEF DONATION TO DAGUPAN

Dagupan City officials led by Mayor Belen Fernandez welcomed Senator Sherwin ‘Win’ Gatchalian during his visit to the city on August 12 for the turnover of 400 sacks of rice as part of the relief support of his office and the city government of Valenzuela to the city following the flooding caused by typhoon Egay.

Dubbed as Win Cares: Kalingang Handog ni Sen. Win Gatchalian, and Valenzuela City Cares program, the relief operations also covered the municipalities of Calasiao (240 sacks), Mangatarem (200 sacks) and Sta. Barbara (160 sacks).

Mayor Fernandez expressed her gratitude to the senator and the Valenzuela City Council for the support extended to Dagupenos as the local government continues its relief operations to affected residents.

Sen. Gatchalian, who served as Valenzuela mayor for nine years and brother of incumbent Valenzuela City Mayor Wes Gatchalian, is presently the chairman of the Senate Committee on Basic Education, Arts and Culture and is an advocate of reforms to steer the country’s system of education to global standards.

Much like the leadership goal of Mayor Fernandez to prioritize scholarship programs for poor but deserving students, the senator also believes that learners should not be deprived of the opportunity for free education.

BONUAN BOQUIG MULTIPURPOSE BUILDING GROUNDBREAKING

Mayor Belen Fernandez leads the ceremonial groundbreaking for the construction of a three-storey multipurpose building in barangay Bonuan Boquig on August 10 thru the support of Senator Sonny Angara. The structure which can accommodate 1,200 people can serve as an evacuation center for residents in the One Bonuan (Bonuan Gueset, Bonuan Boquig and Bonuan Binloc) area in times of calamities. City government officials, barangay council members and residents joined the activity. MBTF THANKS HUMANITARIAN EFFORTS OF DAGUPEÑOS, PRIVATE SECTORS IN THE MIDST OF FLOODING, STORM

Mayor Belen Fernandez has expressed profound gratitude to people’s acts of kindness amidst the heavy flooding that submerged most parts of the city starting last week of July this year brought about by typhoon Egay.

Earlier, upon the local chief executive’s recommendation, the Sangguniang Panlungsod (SP) declared a state of calamity in the city last July 28.

The mayor also thanked city government heads and employees, national government agencies, private sector and individuals who extended their time and effort during the relief and rescue operations of the city government that were continuously conducted regardless of the weather.

The mayor commended the following: City Disaster Risk Reduction and Management Office, Public Alert Response and Monitoring Center, Public Order and Safety Office, City Health Office, City Nutrition Office, City Engineering Office, General Services Office, City Social Welfare and Development Office, City Legal Office, Human Resources Office, City Agriculture Office, Development Management Office, City Astrodome, Waste Management Division and City Information Office; and national government agencies such as Bureau of Fire Protection, Philippine National Police, Department of Social Welfare and Development (DSWD), Department of Interior and Local Government and Department of Health.

Witnessing the plight of tricycle drivers who had no means of livelihood during the calamity, Mayor Fernandez had sought the assistance of Senator Imee Marcos who personally led the distribution of 2,000 pesos each to some 2,500 tricycle drivers under the Assistance to Individuals in Crisis Situation (AICS) program of the DSWD.

Furthermore, the mayor applauded the humanitarian assistance provided by the Embassy of  People’s Republic of China thru Consul and Head of Post, Ren Faquiang; Dagupan Filipino-Chinese Musical Association Inc. and the Filipino Chinese Amity Club, Inc. Mark Lambino.

Moreover, Mayor Fernandez commended the services of the barangay councils led by barangay captains as well as barangay frontliners like nurses, barangay health workers, barangay nutrition scholars, barangay service point officers, barangay tanods and volunteers; and Vice Mayor Bryan Kua along with SP members Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez, Joshua Bugayong and former Councilors Karlos Reyna, Tess Coquia, and Atty. Joey Tamayo.

Relief operations, meanwhile, are still being conducted to cover all 31 barangays, as stated by the mayor.

2500 TRICYCLE DRIVERS RECEIVE CASH AID FROM SEN. IMEE MARCOS

Some 2,500 flood-stricken tricycle drivers in the city who had to forego their usual operations received cash assistance from Senator Imee Marcos thru the Assistance to Individuals in Crisis Situation (AICS) program of the Department of Social Welfare and Development (DSWD) last August 5.

The senator visited the city to personally extend assistance to the group and distribute enhanced Nutribuns and toys to children at the CSI Stadia together with Mayor Belen Fernandez who had requested the aid for tricycle drivers.

The mayor had considered the drivers’ plight in the midst of a week-long flooding that submerged Dagupan due to typhoon Egay.

Sen. Marcos had made several visits to Dagupan to lead several events such as the mounting of Kadiwa ng Pangulo stores, Nutribun program, AICS for Solo Parents as well as the ceremonial Christmas Tree Lighting and the annual Bangus Festival.

DAGUPAN CITY, NOW UNDER STATE OF CALAMITY

The city is presently under a State of Calamity by virtue of Resolution No. 8073-2023 due to severe flooding and adverse impact of Super Typhoon Egay.

This was approved by the Sangguniang Panlungsod members last July 28 as earlier recommended by Mayor Belen Fernandez, being chairman of the City Disaster Risk Reduction and Management Council (CDRRMC).

Based on CDRRMC data as of July 27, 2023, many houses located in the low-lying areas of Dagupan City were greatly damaged, according to the local chief executive.

Likewise, per report of PAGASA, rainfall intensity accumulation is 86.4 mm considered to be torrential, bringing more heavy rains within the locality and that as of July 28, the Sinucalan River Station water level is about 6:89 m, causing great flooding in the city.

Mayor Fernansez said this has affected about 50% of the city population and business sector which need emergency assistance.

Moreover, a strong gustiness spawned a tornado on July 26 which wreaked havoc and rendered 191 houses partially damaged and 21 houses totally damaged even as the CDRRMC continues to collate damage assessment reports for local businesses, agriculture and public infrastructure.

Mayor Fernandez has advised Dagupeños to stay safe and assured of the continous ‘Unliserbisyo’ support of the city government to help the city recover from the calamity.

MBTF LEADS GOODS DISTRIBUTION TO AFFECTED RESIDENTS OF TYPHOON EGAY

Mayor Belen T. Fernandez has led a distribution of relief packs from the Department of Social Welfare and Development Office (DSWD) to several deeply-flooded barangays in Dagupan brought about by Typhoon ‘Egay’ today, July 27.

This comes on the heels of a move for the local chief executive to declare a state of calamity this afternoon or by tomorrow morning as the Sinucalan River has reportedly reached 6.90 meters above sea level (MASL) from its normal level of 6.00 meters.

Among the barangay recipients today were Tapuac (Sesame, E.P. Nava, part of Teacher’s Village; Mayombo (Mantipac, Insider); Tambac (Melag, Lanao, Riverside); and Herrero-Perez while others are being lined-up for the distribution.

In anticipation of the effect of Typhoon Egay, Mayor Fernandez had earlier initiated the relief distribution last week in the following areas: Mayombo (Kamangaan, Fishpond, Asinan); Bonuan Gueset (Alon, DENR, Bagong Barrio, Sapang Bato); Lucao (Tucok, Talaib) and  coastal barangays like Calmay and Salapingao.

The mayor likewise identified other affected areas such as Pantal (Riverside, Patalan, Guibang, Guam, Centro); Lasip Grande; part of Pogo Grande; Lucao (Zone 4 and 5); part of Caranglaan; part of Barangay 1; and Barangay 2.

In full force during the relief distribution were personnel of the City Mayor’s Office, City Disaster Risk Reduction and Management Office, City Social Welfare and Development Office, Human Resource Management Office, General Services Office, Dagupan City Police Station led by PLTCol Brendon Palisoc and Bureau of Fire Protection Dagupan led by CInsp Michael Escaño.

DAGUPAN’S TIE-UP MEDICAL MISSION WITH UST BENEFITS NEARLY 1,000 DAGUPEÑOS

More or less 900 indigent Dagupeños have benefited from the free minor operations, circumcision, cataract screening and medical consultations for various diseases like gout and arthritis during the Alagang Healthy Dagupeño Medical Mission held on July 8-9, 2023 at the West Central Elementary School I (WCES I).

Spearheaded by the city government of Dagupan in coordination with the University of Santo Tomas (UST) Medical Missions Incorporated and the CSI Group of Companies, the activity is part of the health care delivery program of Mayor Belen Fernandez to help indigent residents, especially children and the elderly, with their health needs.

“We know that many of our indigent patients, especially the children and seniors, have a hard time coping up with their needs and if we conduct these medical missions, we can help them save money so that they can use it to sustain their food and education,” she stated.

The event also included a cataract screening for patients who will undergo the eye operation in August.

Mayor Fernandez expressed gratitude to the UST team led by its president, Dr. William Olalia, along with Dr. Virgilio Castro, Dr. Orlina and the rest of their medical team for extending free medical assistance to Dagupeños.

Likewise, she thanked all individuals who exerted time and effort for the two-day event’s success like Dr. Raymund Casipit and Dr. Dino Mariano; City Health Office led by Dr. Ophelia Rivera; General Services Office led by Engr. Camilo Cayabyab; CSI Group of Companies led by Engr. Nestor Sangalang; and the local Department of Education led by Schools Division Superintendent (SDS) Rowena Banzon and Assistant SDS Marciano Soriano Jr.

A non-profit organization, the UST Medical Missions Incorporated is composed of specialist-doctors, nurses and allied professionals who extend free medical assistance to indigent Filipinos.

GRADE 5 DAGUPEÑO STUDENT WINS INTERNATIONAL MATH CONTEST

Mayor Belen Fernandez congratulates Thyron Flynn Yao Lim from Barangay I who bagged a silver medal in the Global Mathematics Competition (GMC) 2023 held in Hanoi, Vietnam from July 1-4, 2023.

A Grade 5 student of Mother Goose Special School System, Incorporated, Thyron is the son of Engineer Francis and Tiffany Lim.

Thyron represented the Philippine team in the international Math competition, along with eight other Filipino students from different schools in the country as they competed with participants from Hong Kong, Vietnam and Cambodia.

The GMC aims to foster children’s love of Mathematics, cultivate international friendships and promote Vietnam’s tourism industry, according to GMC Vietnam Chairlady Duong Thu Trang.

CITY PREPARES TO DREDGE COASTAL AREAS WITH DPWH

Mayor Belen Fernandez has led an ocular inspection of the city’s river system on July 6, 2023 in preparation for the river dredging operations to be conducted by the Department of Public Works and Highways (DPWH) Region 1 as part of Dagupan’s flood mitigation program.

Dredging operations will commence from Calmay up to the so-called mouth of the river in Pugaro within the 200-meter width from the center of the river.

City Engineer Officer-in-Charge Engr. Josephine Corpuz, City Agriculture Officer-in-Charge Patrick Dizon, Task Force Bantay Ilog Head Abel Abueme and Punong Barangays of the coastal communities namely Evangelita dela Cruz (Calmay), Pepito Ventura (Carael), Arsenio Santillan Sr. (Lomboy), Nestor Victorio (Pugaro) and Delfin de Guzman (Salapingao) joined the inspection.

Aside from its purpose to alleviate perennial flooding in the city, dredging of coastal waters improves water quality and fish production, according to Dizon.

Mayor Fernandez said this will greatly benefit Dagupan’s fishing industry as it will boost the livelihood of fisherfolks in the coastal barangays.

ALAGANG HEALTHY DAGUPEÑO: FREE MEDICAL SERVICES CONDUCTED IN PANTAL

Elderly citizens and other residents of barangay Pantal availed of free medical services offered by the Alagang Healthy Dagupeño program of Mayor Belen Fernandez on July 4, 2023 in a bid to bring government services closer to Dagupeños.

Services included medical consultations; laboratory tests such as blood sugar, cholesterol, blood uric acid, hemoglobin and blood typing; pneumococcal vaccine; and X-ray services provided by doctors, nurses, medical technologists and allied professionals under the City Health Office.

Nutritious snacks were distributed by the City Nutrition Office while eye check-up was conducted by Siapno-Tada Optical that also included free reading glasses courtesy of generous kabaleyans abroad.

Moreover, raffle prizes courtesy of Mayor Fernandez and Punong Barangay Julie Perez were given out to lucky recipients.

The local chief executive likewise announced another round of medical mission in Dagupan City in coordination with the University of Santo Tomas Medical Missions this coming July 8 at the West Central Elementary School I that will include minor operations, circumcision, medical consultations and medicines all for free.
