More than 2,000 New 4PS Beneficiaries Undergo Orientation By DSWD

Some 2,076 new members of the Pantawid Pamilyang Pilipino Program or 4Ps attended a Program Orientation Session conducted by the Department of Social Welfare and Development (DSWD) Region 1 and the City Social Welfare and Development Office from May 2-5 at the City Plaza.

Mayor Belen Fernandez reiterated the need for the members to comply with the conditionalities of the 4Ps program to protect their membership including the appropriate use of their cash grants.

The local chief executive likewise informed them of the various services they can avail from the local government such as health services, Violence Against Women and their Children programs, social services, among others.

The 4Ps is a social protection program that provides cash grants to eligible poor households that comply with its education and health conditionalities.

According to the DSWD, 4Ps members can receive 6,000 pesos a year or 500 pesos per month per household for health and nutrition expenses and 3,000 pesos for one school year or 10 months or 300 pesos a month per child for educational expenses with a maximum of three children per household.

A household with three qualified children can receive a subsidy of 1,400 pesos per month or 15,000 pesos in one year.

Diplomatic Corps Graces Bangus Festival 2023

Warm Dagupéno hospitality greeted members of the Diplomatic Corps in Dagupan City on April 30 as part of the celebration of Bangus Festival 2023 and the Filipino Food Month in coordination with the Department of Foreign Affairs – Office of Public and Cultural Diplomacy.

Dubbed as Bangus Festival: Philippine History and Cuisine, the visit started with a special luncheon at the CSI Stadia complete with serenade and cultural dance performances by the Universidad de Dagupan’s Koro Universidad and the Dagupan City National High School’s Ubol Dance Troupe.

Mayor Belen Fernandez briefed the diplomats on Dagupan’s status as an agro-fisheries and business center north of Luzon.

“We invite you to experience our community’s hopes and aspirations and share your own as well… Dagupan is the place of choice, ” she said.

Apostolic Nuncio to the Philippines Archbishop Charles John Brown, who is the dean of the diplomatic corps, expressed his ‘admiration of Dagupan’s beauty, lively character of the people and the famous bangus’.

Mayor Fernandez was also joined by Archbishop Brown, Lingayen-Dagupan Archbishop Socrates Villegas, and Vice Mayor Bryan Kua for the presentation of the symbolic key of the city.

The visiting diplomatic community later visited the Kadiwa ng Pangulo trade fair at the CSI Atrium and proceeded to the MacArthur Building at the West Central Elementary School, Franklin Bridge in Barangay Poblacion Oeste and Bonuan Blue Beach and Alimango Restaurant in Bonuan Gueset with Congressman Christopher de Venecia and Barangay Health Wellness Party List Congresswoman Angelica Natasha Co.

Archbishop Socrates Villegas also hosted the diplomats at the Archbishop’s Palace with sumptuous Filipino dishes, drum and lyre corps, angklung and rondalla ensemble and national costume-clad children who welcomed the dignitaries.

The diplomats later joined the historic ceremonial lighting of the Bangusan Street Party or Kalutan ed Dalan that signalled the start of the biggest party for Dagupeños.

A Proud Dagupeña is Asia’s Female Chef 2023!

“I’m envisioning a future free from bigotry and prejudice where young women are free to be their own person and have equal access to opportunities for advancement”, Johanne Siy answered this when asked about what kind of world she aspires for young women.
As I listened to her explain this on Youtube (which was posted 5 days ago), I also thought about my dreams and aspirations for our young women because I’ve always been a believer that women can do great things; they are strong enablers of hope, and positive change. Ms. Johanne is that perfect example.
Even though she achieved (in the world stage) what most of us couldn’t begin to imagine, she would always find a way to bring back to her beloved Dagupan City. In fact, she loves to call Dagupan her hometown, and that makes us even prouder of our heritage.
When she was 41 years old, she worked as a regional brand manager at Procter & Gamble before getting involved in the culinary world in 2011. Years later, she went on to cook in some of the most famous restaurants in the United States, Scandinavia, and finally, Singapore, where she thrives as the head chef of Lolla in Ann Siang Hill.
This March 28, while still ahead of the reveal of the prestigious Asia’s 50 Best Restaurants, our Dagupeña talent is named as Asia’s Best Female Chef 2023, making her the first-ever Singapore-based chef to win the title, and the second Filipino to take home the award, preceded only by culinary icon chef Margarita Forés in 2016.
It’s a very inspirational story, isn’t it? But please remember that things don’t just happen, because our life’s goals must not be based on luck, but it should be heavily based on hardwork and our natural ability to create that luck, despite all the obstacles that we face.
To all my beloved Dagupeñas: I believe that if Ms. Johanne Siy can do it, then YOU CAN DO IT! 💪

Our Government Cemetery needs Improvement

Which is why, I assigned Alan Dale Zarate to lead the task force that will focus on improving its present condition.
This morning, I’m glad that Zarate made a satisfactory report about the ownership of private and government owned land (combined), plus a study on how to improve the cemetery and address the flooding issues with the help of the City Planning and Development Office.
Together with CEO Engr. Josephine Corpuz, Engr. Athena, Dra. Ophelia Rivera and Atty. Cattleya De Guzman, we also discussed the possibility of having a columbarium to address the graveyard space shortage in the future.

Tonight’s coffee break with PHILVOLCS & PARMC personnel is a bit serious

As we call this a ‘consultative meeting’ regarding the earthquake and tsunami warnings in our communities.
We discussed the mitigation and prevention measures on worse case scenarios that might happen in the future. Moreover, they conducted repair and maintenance check up of all the Tsunami Alerting Stations located in 5 coastal and island barangays of our city.
It’s sad to say, but we need our budget for preparedness which is already delayed, as we are now required to update our (outdated) Tsunami Early Warning Stations (TEWS) and Rapid Earthquake Assessment System (REDAS) which was installed during my first term in 2014, so that we can effectively simulate earthquake, tsunami and flood.
So, this a good preparation with PHILVOLCS Team headed by Mr Joel Oestar, science research analyst; Roschele Ablan, science research assistant; Christian Andres, project technical aide VI; Manolito Begonia, admin aide VI, together with our PARMC Team led by Melykhen Bauzon.
I am asking PHILVOLCS to help us, because I want to make sure that we know what to do, and we can make a sound decision in times of disasters.
We will be conducting another meeting with CDRRMO, CEO, Kap Lino Fernandez, One Bonuan and all the other barangays, private engineers, civil society, CHO and CSWD regarding this matter. This is a top priority.

Ang P30million budget ng proyekto ay kasama sa mga infrastructure projects na ni-request ni Mayor Belen Fernandez mula sa mga ahensya at nasyonal na gobyerno.

Kaugnay nito, nagsagawa na ng evaluation at validation ang DPWH Pangasinan 2nd District para sa proposed project.

Personal ding tinungo ni Mayor Belen Fernandez ang paaralan para tignan ang lokasyon ng gagawing proyekto kasama sina DepEd Dagupan SDS Aguedo Fernandez, Division Chief Edilberto Abalos, DepEd Engineer Tatum Manzano, DCNHS School Principal Willy Guieb, FPTA President Gerry Pradez, OIC City Engineer Josephine Corpuz at Engr. Athena Intal, Engineer III – City Engineering Office.

Pagpapatayo ng Bagong Dost Pagasa Dagupan Station and Planetarium, Pinag Aaralan

Pinagaaralan ngayon ng siyudad ang planong pagpapatayo ng new DOST PAGASA Dagupan Station and Planetarium.

Itatayo ito sa bahagi ng Tondaligan Ferdinand Beach sa Bonuan area kung nasaan ang kasalikuyang lokasyon ng Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Dagupan Station.

Ang proyekto sa ilalim ng Department of Science and Technology (DOST) ay iprinesenta na nitong Huwebes (January 26) ni PAGASA Dagupan Chief Engr. Jose Estrada kay Mayor Belen sa naganap na meeting kasama sina CDRRMC Head Ronald de Guzman, OIC City Engineer Josephine Corpuz at Engineer III Athena Intal ng City Engineering Office.

226 beneficiaries sa Dagupan City tumanggap ng payout sa ilalim ng Assistance to Individuals in Crisis Situation ng DSWD

DAGUPAN CITY–Natanggap na ng 226 remaining beneficiaries ng DSWD Assistance to Individuals in Crisis Situation (AICS) program sa Dagupan City ang P2,000 na halaga ng food subsidy assistance.

Pinangunahan ni Dagupan City Mayor Belen Fernandez ang payout sa city plaza.

Kasabay din nito ang pamamahagi ng financial assistance mula naman sa lokal na pamahalaan.

40 indigent Dagupeños na humihingi ng tulong sa lokal na pamahalaan ng Dagupan ang pinagkalooban ng financial assistance para sa medical, burial, food, educational at emergency shelter.

Upgrading ng Don Jose Calimlim Road (Callejon Street) sa Brgy. Pogo Chico, Inihahanda Na

Tuloy ang infrastructure projects sa Dagupan na nirequest ni Mayor Belen Fernandez mula sa mga ahensya at nasyonal na gobyerno.

Isa dito ang P20 Million pondo mula sa tanggapan ni Sen. Francisco Tolentino para sa gagawing upgrading of PCC Pavement and Drainage System sa Don Jose Calimlim Road (Callejon St.) sa Brgy. Pogo Chico.

Sa naganap na meeting nina Mayor Belen kasama ang DPWH Region 1 Planning Section nitong Miyerkules (January 25) kanilang ipinahayag na dumating na ang naturang pondo at inihahanda na program of works and detailed estimate para masimulan ito.

Kasama ang City Engineering Office, tinungo na rin ni Mayor Belen at DPWH ang lugar para sa site inspection at pag validate sa proposed project.

Ayon kay Mayor Belen, isa ang Brgy. Pogo Chico sa mga grabeng naaapektuhan ng pagbaha tuwing bagyo o tag-ulan.

Inaasahan aniya na maiibsan nito ang pagbaha sa lugar pagkatapos ng proyekto.

Libo-libong Dagupeño ang kasamang sumaksi sa pagbabalik tanaw ng Dagupan sa matagumpay na 75 years simula nang opisyal na maitatag ito bilang lungsod sa naganap na Diamond Jubilee Grand Parade nitong December 15 sa downtown area.

Bahagi ito ng year-long celebration ng 75th Founding Anniversary at 2022 City Fiesta ng Dagupan sa pangunguna ni Diamond Jubilee Executive Chair Mayor Belen Fernandez at Diamond Jubilee City Fiesta Hermano Mayor at Councilor Michael Fernandez, katuwang ang DepEd Dagupan.

Tampok sa parada ang Diamond Jubilee float, replika ng century-old at historic Manila-Dagupan train locomotive engine at ang lumang Dagupan Pantranco bus na nagsilbing simbolo ng sibilisasyon at mabilis na pag-unlad ng Dagupan bilang sentro ng kalakalan.

Nilahukan din ito ng 31 barangays at mga paaralan sa Dagupan, Miss Diamond Jubilee candidates, Manlingkor ya Kalangweran young city officials, national government agencies, city department heads and employees, Dagupan Lesbians and Gays Association (DALAGA) at mga civic organizations.

Sinundan naman ito ng isang programa sa city plaza at launching ng Dagupan City History Module na sinaksihan nina Atty. Gerald Tabadero bilang kinatawan ni Congressman Christopher de Venecia, Atty. Gonzalo Duque at dating Director Pebbles Duque, kasama ng iba pang miyembro ng Diamond Jubilee Executive Committee na sina Assistant Schools Division Superintendent Dr. Marciano Soriano Jr., Federated PTA President Gerry Pradez, Mr. Rex Catubig, City Councilors Jigs Seen, Dennis Canto, Liga ng mga Barangay President Marcelino Fernandez, SK Federation President Joshua Bugayong at dating city councilor Karlos Reyna.
Sa mensahe ni Mayor Belen, kanyang binalikan ang pambihirang pagkakataon kung saan kanyang pinangunahan ang tatlong jubilee celebration ng siyudad.

Una, noong 1997, sa ika- 50 anibersaryo ng lungsod, pinangunahan ng noo’y konsehal Belen Fernandez ang Golden Year Celebration ng City of Dagupan.

Makalipas ang 20 taon, ang Platinum Anniversary celebration naman ay isinagawa noong 2017 sa ilalim ng kanyang ikalawang termino bilang Mayor ng lungsod.

At sa taong kasalukuyan, Diamond Jubilee celebration naman ng siyudad, sa landslide victory at matagumpay na pagbabalik ni Mayor Belen sa panunungkulan.

Pagpapahayag ni Mayor Belen, “Pinagtibay na tayo ng panahon…We braved through many challenges and rose triumphantly because we rose together as one people.”

Pinangunahan rin ni Senator Imee Marcos ang Christmas Lighting Ceremony sa Quintos Bridge at giant Christmas Tree sa City Plaza bilang opisyal na pagsalubong sa selebrasyon ng kapaskuhan sa Dagupan.

Ngayong taon ang Diamond Jubilee celebration ng Dagupan bilang lungsod na siyang inspirasyon sa pinakaaabangang dekorasyon at pailaw sa Quintos Bridge at sa City Plaza.

Excited na sumabay sa countdown ang mga Dagupeño na kasamang dumalo at sinaksihan ang inihandang concert sa City Plaza tampok ang live performances nina The Voice Kids (Season 1) Grand Champion, Lyca Gairanod, Bandang Lapis at iba pang mga local bands.

Iba’t ibang aktibidad pa ang inihanda ng lokal na pamahalaan sa pangunguna ni Mayor Belen Fernandez kaugnay ng year-long celebration ng 75th Diamond Anniversary ng cityhood of Dagupan.
